Description:

The Consultant is required for the day-to-day operation of the PMO. The Consultant will assist in establishing the PMO, its staffing and purchasing and setting up of computer hardware/software. The Consultant will develop a management information system (MIS) in the PMO to monitor PMO activities including those related to the implementation of Tranche 1 to Tranche 3 projects. Adherence to ADB policies and guidelines is critical. Procurement shall be executed in accordance to ADB’s Procurement Guidelines, as amended from time to time. Each Tranche project should be in accordance to ADB’s safeguard policies/guidelines as per Safeguard Policy Statement (SPS) 2009. Consultant’s tasks in the construction phase involves, among others, (i) control over progress, quality (including factory inspection of equipment), cost and safety, (ii) monitoring adherence to safeguard policies, environmental monitoring and management plans, and land acquisition and resettlement plans, (iii) review of designs such as detailed designs prepared by turnkey contractors, and construction drawings prepared by civil works contractors, (iv) preparation of payment certificates and withdrawal applications, (v) handling of project accounts and monitoring of disbursements, (vi) handling of variation orders, (vii) dispute resolution, (viii) training of PMO staffs, (ix) periodic reporting to DABS and ADB, (x) provision of timely and appropriate advice to DABS and ADB.
