The scope of work of the assignment has been designed with the purpose of supporting the Central PPP Unit of the Ministry of Finance to:
- Create an enabling framework to enable and promote private sector participation in the delivery of core and social infrastructure services in Afghanistan; and
- Evaluate and prioritize projects suitable to be implemented as PPP projects in Afghanistan.
The scope of work takes into account the ongoing Harakat – AICFO support to the PPP program, and has been designed to complement the Harakat – AICFO scope. While the Harakat – AIFCO support is ongoing, implementation of this assignment will require close coordination with Harakat in order to maximize synergies, avoid overlap, and provide effective integrated support to the MoF.
